Power Control Engineers Pty Ltd (PCE) is an electrical design, consulting and project management company specialising in electrical power systems.
We have over 200 years of combined electrical engineering experience and pride ourselves on providing practical power engineering solutions; delivering excellence and value to our clients.
PCE was founded in Newcastle in 2003 by Ken Bode, with a focus on servicing local heavy industry. Initially, the company providing electrical engineering services to the two aluminium smelters in the Hunter Valley; being Tomago Aluminium Company and Hydro Aluminium in Kurri Kurri.
In 2006, as local demand for electrical engineering services increased, particularly in the Hunter Valley, PCE took on a number of senior engineers and began to expand it's service offering. Today, we have a permanent presence in Melbourne and Perth, servicing a range of clients and industries throughout Australia including primary metals, port, mining, rail, manufacturing, water, energy, construction and local government.

Bryce Parker – General Manager
Bryce has worked in the electrical field for over 18 years - across engineering services, original equipment manufacture (OEM) and defence aerospace sectors - He has formal electrical trade, engineering, functional safety and business management qualifications; with demonstrated ability in business development, operations and engineering management.
Mark Second – Lead Engineer
Mark is a chartered electrical engineer with over thirty years of engineering experience in the power generation, coal, water, chemical and petroleum industries. Since 2008 he has been a co-director and senior electrical design / project engineer with PCE. Presently he holds NER and RPEQ registrations and provides company signoff responsibility for engineering designs when required.
Past experience has included industrial automation and instrumentation design, electrical design and commissioning supervision, industrial process control software analysis and development; PLC/SCADA configuration and system commissioning; power system analysis and studies; switchgear installations; protection scheme design; motor control applications for medium and low voltages; hazardous area evaluations and design; earthing analysis and design and Australian Standards compliance audits.
Donald Carbarns – Lead Engineer
Don is a chartered electrical engineer with over twenty-five years of electrical engineering experience across a number of different industries. He has been a practicing electrical engineer since graduating from the University of Natal in Durban, South Africa in 1979. During this period he has worked in engineering and management positions in a number of organisations in South Africa, the UK and Australia.
Don joined Power Control Engineers (PCE) in 2010 as a lead Electrical engineer. For eight years prior to this, he was employed by WorleyParsons in Newcastle as a senior electrical engineer. Most of this period was spent at the Hunter’s two Aluminium smelters, first at Tomago and then at Hydro Aluminium.
Paul O'Donohue – Senior Electrical Engineer
Paul has over thirty five years of maintenance/engineering experience in the primary metals (Aluminium), electrical power, coal, materials crushing/handling and steel making industries.
He offers a wider range of electrical expertise and management skills necessary to support our customer's engineering and project requirements; gained from ‘on-site’ management and supervision of materials handling plant, high voltage reticulation systems, power systems protection, transformer maintenance and overhauls, as well as HV switchgear upgrade and replacement projects.
Leonie McNeill – Senior Electrical Engineer
Leonie is a Senior Electrical Engineer with Power Control Engineers and has over ten years of engineering experience in the industrial, utility and mining sectors.
Her experience has included power system analysis and studies (PTW, ETAP and Paladin DesignBase); protection studies and settings; secondary detailed design; industrial automation design and PLC/SCADA configuration and system commissioning.
Tyran Anderson – Senior Electrical Engineer
Tyran joined Power Control Engineers (PCE) in 2020 as a Senior Electrical Engineer. Prior to this, he was employed by Ausgrid, WorleyParsons and UGL Rail as an Electrical Engineer.
A professional and dedicated Electrical Engineer, Tyran’s career in engineering has spanned over fifteen years working in various industries throughout Australia. Tyran has demonstrated strong engineering and project management abilities in the areas of engineering electrical utilities, consultancy, heavy industry and rail.
Goban Yogalingam – Senior Electrical Engineer
Goban is a Senior Electrical Engineer and has over ten years of engineering experience in the renewables, bulk materials handling and mining sectors. Goban’s experience has included explosion protection techniques (Ex ‘d’, Ex ‘i’); functional safety design and assessment (HAZOP, LOPA, SIL, PL, CAT); HV & LV electrical design; power system analysis and studies (PTW); renewable integration; and engineering project management.
Prior to joining PCE in 2019, Goban has worked as a design lead in the renewable sector and electrical design engineer in bulk materials handling; providing technical input to new and existing 3.3kV and 11kV flameproof and non-flameproof substations (transformer), switch rooms and other power infrastructure.
Murphy Su – Senior Electrical Engineer
Murphy is a Senior Electrical Engineer and has over 12 years of engineering experience in the private and contestable design sectors. Since 2006 he has been working across Ergon (QLD), Essential, Endeavour and Ausgrid (NSW) networks generating contestable designs for subdivisions, street lighting, electrical asset relocation (11kV - 66kV), substation and underground & overhead line designs.
Murphy is also an excellent technical manager who is able to take on project management, electrical construction supervision and contract management activities; for large and complex projects.
Graham Boucher – Senior Electrical Engineer
Graham offers a wide range of skills and expertise that enables him to support a customer's engineering and project needs and currently has over thirty five years of work experience which includes High Voltage Power System Projects within Power Utility Companies, Mining Companies and Specialist Electrical Companies and Control and Instrumentation Projects across the Mining Industry.
Graham has a strong technical background in High Voltage Power Reticulation both in Transmission and Distribution systems, HV Power System Protection Schemes, HV Specialist Electrical Testing and Analysis, HV Equipment Manufacture and a sound technical background in Low Voltage Power systems and Control & Instrumentation systems.
Thomas Parkinson – Electrical Engineer
Tom is an Electrical Engineer at Power Control Engineers and has over 10 years of experience in heavy industry. Since 2017 he has been an electrical design engineer with PCE, where his experience has been in electrical design, auditing and commissioning; power system studies; earthing design.
Fields of experience include underground coal, bulk materials handling, power generation and distribution, water and mining.
William Magnussen – Electrical Engineer
Will is a graduate electrical engineer at Power Control Engineers, with experience in industrial, utility and manufacturing sectors.
As an undergraduate engineer Will has gained practical experience in a range of simulation and programming environments, including: SKM PowerTools (PTW), Groundmat, AutoCAD, Microsoft Office, RSlogix 5000, FactoryTalk View Studio and ClearSCADA. Will is also proficient in C, Matlab and Ladder Logic programming languages.
Fields of engineering experience include electrical design and specification for switchboards, transformers, switch rooms, as well as control system design and implementation.
Brent Stewart – Electrical Engineer
Brent is an Electrical Engineer with Power Control Engineers and has over 8 years of engineering experience in utilities and renewables.
Brent’s experience has included electrical design; overhead line modelling and design; earthing design and testing; telecommunications design, configuration and testing; solar generator performance analysis and reporting; and standards development.
Since 2019 he has been an electrical engineer with PCE.
Luke Mungoven – Electrical Engineer
Luke is an Associate Electrical Engineer with Power Control Engineers and has over 10 years of engineering experience in the private and contestable sectors. Since 2007 he has been working at Ausgrid (NSW) and has been responsible for providing safe sustainable and reliable solutions in network planning, maintaining appropriate levels of utilisation, identifying constraints, achieving cost effective solutions with considerations including network configuration, segmentation and switchability, as well as supplying capacity in normal state and prudent investment.
Luke also has experience as a contestable designer, capital works designer, network test engineer and control and protection designer, as well as 12 months in the United Kingdom as a network planner which involved a variety of complex network connections using a suite of new applications and also exposure to applicable license conditions and network standards.
Mark Cornally – Cad Designer
Mark is an electrician by trade with over 20 years of industry experience. Mark’s experience includes projects in Water / Waste Water, Heavy Industry including Rail, Coal Mines and Power Stations. Mark has contributed in all stages from design through to commissioning. Mark is experienced in Power Distribution & Control, Automation & Instrumentation.

Nic Sain – Undergrad. Electrical Engineer
Nic is an undergraduate electrical engineer at Power Control Engineers, with experience in mining, industrial and manufacturing sectors. Nic is currently enrolled in his final year of a Bachelor of Engineering (Honours) (Electrical and Electronic) degree at the University of Newcastle; with an expected completion date of December 2020.
Fields of engineering experience include HV and LV electrical design, streetlighting design and analysis, earthing assessment and design, control system design & implementation and power system modelling & analysis.
